2024 CoC Builds
This one-time Continuum of Care (CoC) Builds award under the CoC Program of the U.S. Department of Housing and Urban Development is intended to support communities in adding units of permanent supportive housing (PSH) through new construction, acquisition, or rehabilitation. These funds are intended to be leveraged with other funding sources to meet the needs of individuals and families experiencing homelessness.
Eligible Activities
CoC Builds funds should primarily be used for new construction, acquisition, or rehabilitation of PSH, but 20% may be used for other eligible CoC Program activities associated with the PSH project (supportive services, operating costs, etc.), and a maximum of 10% may be used for project administration.
Eligible project applicants include nonprofit organizations; state governments; local governments; instrumentalities of state and local governments; Indian Tribes and Tribally Designated Housing Entities (TDHEs); and public housing agencies.
Funding Availability
Approximately $175,000,000 is available through this NOFO. Of this, at least $65,000,000 is available only for CoCs that are located in states with populations of fewer than 2.5 million people. If HUD does not receive this amount in application requests any remaining funds may be awarded to projects in any state. HUD expects to make approximately 25 awards, 3 of which are set aside for projects located on Tribal reservations or trust lands. MACH is eligible for a maximum award of $5,000,000 of this funding.
MACH (SC-502) Continuum of Care Process and Timeline
Since the CoC may only submit one Board-approved application through this NOFO, a 3-step process will be used to ensure CoC Member Organizations are able to best allocate staff resources to provide enough information to identify one organization to complete a full application.
